way from 121 down towards the split. our next stop 66 headed eastbound in virginia. all clear, nice and green. you're moving at speed here through centreville and ending with a glance at 95 headed southbound. near the thornburg area we're getting word of some brush fires taking away some lanes for drivers right before route 3. you're definitely going to want to watch for crews. my advice, avoid this if you can. 95 and thornburg avoid it if you can. >>> hurricane earl is continuing to spin towards the east coast. it's forecast to at least graze north carolina's outer banks or more late thursday but virginia's governor isn't taking any chances. governor bob mcdonnell will declare an emergency later this morning. 9news now's kristin fisher has the latest. >> reporter: well current forecast put the eye of the storm hitting just about 200 miles east of virginia beach but governor bob mcdonnell is not taking any chances. he wants to go ahead and declare an emergency today just in case earl comes closer to making landfall so the national guard and state manual personnel have enough time to

doppler indicated warnings earlier. many to southeastern virginia and eastern north carolina. i think we will see more tornado warnings as we go in to mid to late morning ands for a the rain potential, still storm total four to five inches. locally eight plus to the south and east. it is 6:02. >>> angie? >> a couple of problems out there. specifically we know that heavy rains caused a lot of issues for tractor-trailer drivers and we have a jackknifed one on the inner loop. and this is what it is causing. a big stackup approaching old georgetown road. that's where the scene is and the stack up starts at river road and it is growing. on the outer loop, no incidents or accidents. from university over to georgia a good amount of congestion is building. take it to the maps. 70 eastbound. another traffic is overturned in this area has all eastbound lanes closed. drivers being forced to use that exit 87 to get on to 29 and from there they can hop on to route 40 or 99 to get around it throughout the morning rush because it looks like officials will be out there until at least 8:00 this morning.

a neighborhood in 7 level ising three huge homes and damaging several -- a virginia neighborhood leveling three homes and damaging several others. the flames broke out this afternoon on tillett loop and manassas leaving charred piles of debris behind. fox 5's bob barnard live at the scene with the latest. >> reporter: eight hours after the first flames were spotted fire crews are still here and working, the remains of three houses here still smoldering and they just put some water on some of these smoking spots a short time ago. in the middle there where it's believed this thing started, that house burned to the ground. this view from sky fox shows you the devastating nature of this fire, three homes side by side up in flames, scores of firefighters virtually powerless to stop it before the damage was done. investigators believe the fire started in the middle house, then quickly spread in both directions. >> it's beyond the expressions and words. >> reporter: two people suffered minor injuries, but no firefighters were hurt. one woman was hospitalized from the shock of seeing this, her home bas
